Anat Gafni

Biography

Adv. Anat Gafni is an experienced attorney with years of professional experience in providing legal counsel, and specializes in tender law and administrative law, including civil and administrative litigation. She has in-depth knowledge of the public and municipal sector in all areas of activity, including in the fields of legislation and regulation.

In the field of tender law, Anat provides comprehensive legal guidance and advice to public bodies, particularly local government entities, concerning the formulation and publication of public tenders in different fields, such as planning and construction of projects, development, infrastructure, utilities, acquisition of services (including labor intensive services), acquisition of goods, asset sale and insurance, from the preliminary phases of drafting the tender, through leading all relevant proceedings, legal examination of the tender offers, legal guidance and advice to the tenders committee, finalizing agreements following the tender, and finally representation in administrative proceeding and appeals.

Anat represents clients in a range of civil, administrative and labor claims. She also advises clients in relation to regulatory entities such as government ministries and the State Comptroller with regard to various matters, including legislative amendments, writing protocols, responses to audits, legal opinions and more.

In addition, Anat lectures in professional forums on the topics of contractual agreements of public bodies and tender law.

Anat was a board member of the Israel Bar Association’s Economic Company, and a member of the Israel Bar Association’s Tel Aviv District Ethics Committee for eight years. She currently serves as chairperson of the Israel Bar Association’s Local Government Committee.
