Biography

Adv. Shirit Nackar specializes in import and export law, in indirect taxes and in international forwarding, and also represents clients in complex litigation proceedings relating to these issues.

Shirit is considered as an expert in these fields, and provides clients with comprehensive legal consulting on a wide range of issues in the fields of customs and international trade, among them providing professional opinions and indirect tax planning, handling retroactive assessments, handling claims for retrieving excessive import taxes, handling the verification of certificates of origin, handling anti-dumping proceedings, obtaining Customs Authority’s rulings, and advising on international trade agreements (Free Trade Areas and WTO-GATT agreements).

Shirit is a leading expert in the excise tax field, and offers in-depth legal counsel on a variety of issues. She advises on excise tax on fuel, lubricating oils and fuel substitutes; provides legal opinions; representation before the National Unit for Excise Tax and Purchase Tax in various requests, such as obtaining relevant licenses; and representation in complex excise tax matters. Shirit’s extensive experience and deep understanding of the filed enable her to provide efficient solutions tailored to the needs of each client.

Shirit also advises on export control matters, both civil and defense, including in relation to dual use goods and encryption devices.

In addition, Shirit provides ongoing counsel to clients in relation to Standardization and representation vis-à-vis the Head of the Regulatory Administration. This includes representation in hearings, advice on monetary sanctions and more.

Shirit represents clients in disputes relating to maritime law, aviation law and international forwarding, including claims regarding cargo damages and delays in their arrival, claims regarding professional negligence of various logistics entities, and various claims against insurers.

Shirit advises on legislation and regulation proceedings in the import field and possesses extensive experience in working with policy makers and enforcement authorities in the field.

Among Shirit’s clients are some of Israel’s leading importers, exporters and industrialists, leading international companies, customs agents, international forwarders, insurers and other entities which handle international trade and international transport.
