Adv. Khoury is a partner in the Corporate and Capital Markets Department.
Adv. Khoury possesses extensive experience in the infrastructure, project finance and tender fields. He is highly regarded for his expertise in providing ongoing counsel to large scale infrastructure and real estate projects, especially those based on cooperation between the private and the public sector through the PPP or BOT models, as well as complex contracting projects involving both local and foreign entities.
In addition, Adv. Khoury provides ongoing counsel throughout all stages of tender processes, including with regard to international tenders. In this capacity, Adv. Khoury represents bidders, advising them on all stages of the tender and providing ongoing legal counsel, examining the tender documents and requirements; drafting the relevant contractual agreements during the tender process and afterwards (including FIDIC based agreements) with sub-contractors, advisers, consultants, and others; drafting shareholders agreement, joint venture agreements, EPC and O&M agreements; examining financing matters; providing various legal opinions; and more.
Over the years, Adv. Khoury provided counsel to some of the largest public and private companies in the Israeli market, as well as international companies. Adv. Khoury advised his clients on numerous infrastructure transactions, including large scale projects which attracted considerable media attention, such as: the light rail project in Tel Aviv; the tender for the light rail project in Jerusalem; the tender for the establishment of the IDF’s Intelligence campus in the Negev; the Carmel Tunnels in Haifa; representing the issuer of the tender for the establishment of a blood bank in Ramla; the tender for the establishment of new ports in Ashdod and Haifa; the Hadera OPC power plant project; the expansion of the Tel Aviv Courthouse project; several railway projects, including the Akko-Karmiel railway project, the Haifa-Beit She’an railway project, and the Herzliya-Kfar-Saba railway project; route 531 project; and more. In addition, Adv. Khoury provides ongoing counsel to local and foreign clients regarding cross border projects.
In 2017, Adv. Khoury was recognized as one of the most promising forty under 40 in Israel by the prominent ‘The Marker’ magazine.
